UMA CONTRIBUIÇÃO NAS DECISÕES EMERGENCIAIS DA GESTÃO PÚBLICA EM REGIÕES SEMI-ÁRIDAS. INDICADOR DE EMERGÊNCIA-IMERG

Abstract

The present work aims to identify and discuss an entire collection of basic conditions and risk factors, which compose what we call Emergency Index. This table of contents allows to administrate, by detection, a town’s vulnerability, taking to decision construction that searches how to mitigate effects and consequences brought by severe events, like in the specific case of dramatic droughts in the Northeast of Brazil, mainly the one occurred in the State of Ceará. In fact, this paper presents a decision support system. The main goal is to act toward a preventive scheme, simulating scenarios to predict effects on a region living , concerning the application of a right procedure before a process of decision.
