This paper, using an input-output approach, evaluated the allocation efficiency of Constitutional Fund for Northeast Financing (FNE), during the period from 1991 to 1993. In this context, allocation efficiency means to destinate resources into those economic activities which are assumed to exercise - through backward and forward linkages – a greater than average impact upon an economy. Those sectors are ordinarily known as key sectors. The results of the analysis showed that 58% of Fund resources were directed into key sec[1]tors of the Northeastern economy, implying its performance may be considered satisfactorily efficient. One might conclude that this standard for distribution of resources is, to a large degree, due to the planning system of FNE, which is founded on regional studies.
