This paper analyzes the factors that determined the location of new industrial investments in the State of Ceará, before the new strategies of industrial development appeared at the end of the decade of 80, leaving the hypothesis of the influence of the changes occured in the politics of industrial development in the national, regional and state levels. The study is elaborated starting from the research accomplished in the industrial companies installed in the state of Ceará in the period from 1991 to 1995. Its results lead to some conclusions: the significance of the increase of the capacity of financing of the state, in face of the importance demonstrated by the companies related to the existence of state incentives and of infrastructure; the expressive participation of the local capital in the new investments providing the invigoration of the traditional sections more integrated into the regional market. Though, the growth of the industry from Ceará, takes the perspective of influence of agglomerative forces, due to the fact that more than half of the new establishments are concentrated on the Areas of Regional Development (ADR’s) close to the Metropolitan Area of Fortaleza.
