The objective of this paper is analyzing the economic performance of the state of Ceará in the 1990/96 period as a result of the state’s government actions in the areas of public finance, mobilization of resources for investment and the attraction of new industrial plants. The income per capita increased, improving the state relative position visà-vis Northeast and Brazil. The fiscal adjustment and the equilibrium in the public finance were relevant factors for the observed dynamism. A significant amount of internally generated funds since 1990 allowed the government to finance an ample plurianual program of investments named: “structuring program”. On the other hand, that equilibrium was in itself a basis for the making of an ingenious program of fiscal incentives - PROVIN - to attract new industrial plants. The number of plants already built and in construction in Fortaleza and in the countryside, as well as the value of total investment and jobs created, are evidence of the success of this program. The importance of these incentives is also shown in the results of a field research recently done among entrepreneurs of the state of Ceará.
