CONDICIONANTES DO DESENVOLVIMENTO DO PÓLO AGROINDUSTRIAL DE PETROLINA/JUAZEIRO

This article is an outgrowth of a study conducted by the authors as part of an agreement between the Secretary of Water Resources from The Ministery for the Environment and the Amazon Region and the Arthur Bernardes Foundation, linked to the Federal University of Viçosa, which aims at the evaluation of agroindustrial development projects in the Brazilian Northeast. The proposed work was based on terms of reference prepared by SUDENE (Brazilian Northeast Development Agency). It is founded on the notion that the consolidation of these agroindustrial projects requires overcoming structural barriers - economic, social, technological and managerial - related to the process of their implementation and operation. The article presents results from the analysis developed for the Petrolina/Juazeiro project. This was chosen as an initial focus of investigation, given the historical background that places it in an outstanding position as an irrigation project and as an agroindustrial development experience.
