Abstract

This paper deals with one of the main instruments of water resources management, that is the charging for utilization of water in river basin systems. Trying to enlarge the understan ding about this important management instrument, this paper examines the most relevant studies on this matter in Brazil. Given that there is not a consensus about the methodological framework of price formation for water use, this paper discusses the methodological proceedings used in these studies, aiming to subsidize the future studies in this field and contribute to improve the allocation of water resources in the economy. Given the complexity and relevance of the matter, the charging for utilization of water resources deserves, from now on, all attention. With the creation of the National Bureau of Water, the Ministry of Environment will have the responsability to develop and to take steps to formulate the National Policy of Water Resources, including the implementation of this important policy instrument.

Possui graduação em Engenharia Civil pela Universidade Federal da Bahia (1980), graduação em Economia pela Faculdade Católica de Ciências Econômicas da Bahia (1977), mestrado em Economia pela Universidade Federal da Bahia (1980), mestrado em Economia - The University Of Chicago (1984) e PhD*(abd) em Economia - The University of Chicago. Atualmente é professor adjunto da Universidade Federal da Bahia. Tem experiência na área de Economia, com ênfase em Teoria Geral da Economia, atuando principalmente nos seguintes temas: microeconomia, econometria, recursos hídricos, mercado de trabalho e economia do crime. 

Raymundo José Santos Garrido, Universidade Federal da Bahia

Possui Graduação em Engenharia Civil pela Universidade Federal da Bahia (1970), Mestrado em Economia pela Universidade Federal da Bahia (1989). Tese de Doutorado em Economia defendida na Faculdade de Economia, Administração, Contabilidade e Gestão de Políticas Públicas da UnB ? FACE, em 06 de setembro de 2016, (Aguardando emissão do Diploma). Atualmente é professor da Universidade Federal da Bahia havendo ingressado por concurso público para a vaga de Teoria Microeconômica. Atua principalmente nos seguintes temas: economia dos recursos hídricos, cobrança pelo uso e outorga de direito de uso dos recursos hídricos, análise de custos e benefícios sociais e privados de projetos.
