CONFLITO NO USO DA ÁGUA: A IMPORTÂNCIA DA AÇÃO COORDENADA DAS AGÊNCIAS REGULADORAS

This paper concentrates on two subjects of great importance: the problem on the multiple use of water and the matter of its regulation. The presence of companies disputing that natural resource, particularly a hydroelectric power station and an irrigation company, leads to the idea of a trade-off on the use of that resource, using it where there is a better investment return. However, in the privatization context, one has to be sure to obtain a minimal profitable level on the generation of electric power. Failing that, potential competitors in that trade will not be encouraged to invest their money. Using a concept of the Game Theory – the subgame perfect equilibrium –, this paper analyzes the situations in which the regulatory agencies on water and on electric power act in a coordinated manner and in an asynchronous way in designing their policies. The situation is analyzed without considering the diversion of the river waters, and evidence is shown on the problems that can arise in the case of redirecting part of those waters for other uses.
