This article analyzes the development strategies that the Brazilian central government implemented in the Northeast region. The main goal of the article is to bring up some critical aspects, in light of the New Growth Theory, that should be taken into account by future development strategies in order to be more effective. Given the new characteristics of the growth pattern of the national economy and the low education level of the local productive agents, a real increment of human capital will be a crucial ingredient for the success of future regional development policies. Hence, complementary efforts to expand human capital in the Northeast should be pursued, and that includes, for example, improvements in the provision of health services, especially in the line of prevention care, not to mention expansion of education and training for regional production agents.
