This work aims at providing a contribution for better hydric resources management in the state of Ceará, and presents a methodological approach for water cost calculation. This methodology is based on some international and brazilian experiences that have favored charging for the use of water, not only for its withdrawal, but also for effluent release. As in most of the semi-arid regions of the world, the rational management of hydric resources will play an important role in the sustainable development of Brazil’s Northeast. It is essential that adequate solutions be adapted to specific problems, so that a better management at the level of the hydrographic basins themselves is assured. However, there is an opinion that seems to converge toward the consensus that the required funding to this sector far surpasses the classic financial possibilities of national budgets, and that the traditional solution associated with external financing has severe limitations. Also, it is very costly, especially in an environment where acess to foreign capital is constrained.
