O CAPITAL SOCIAL FIXO COMO INSUMO DO DESENVOLVIMENTO REGIONAL

This paper intends to show the participation and colaboration of fixed social capital (resources) at regional development, testing the hypotesis that development gap between regions, has a relation with different resource dotations and their influence upon production factors, and consequently upon the regional product. The resources analysed are the productive ones, that is, those with major influence on economic activity (energy, transports and communication), and are measured based on the criterium of its production capacity. Two methodologies are used to get the final resource indicator: average methodology developed by BIEHL, and factorial analysis. Both indicators are incorporated in neoclassic production function, in order to adjust explicative regression about the regional development disparities, measured at per capita yield. The results indicate a strong correlation between the regional development level and their respective resource dotations. This helps to explain their role in the regional disparities, and their importance in the productive dynamics.
