This paper focuses on the the analysis of costs and benefits arising from the solid wastes treatment methods, emphasizing a waste processing plant and landfill deposit area. Theoretical background is provided by the social welfare analysis from the externalities generation standpoint. By the empirical methodological approach, econometric models are built up to identify the selected variables, to forecast and simulate the dimension of both the generation and the the collection deficit of solid wastes. Reliable estimates are obtained and accurate forecasts are performed. The main result shows that a net social benefit is achieved as the project takes place. By combining the annually benefits and costs from the project arises, among other positive indicators, a benefit-cost ratio of 1.55, that is, 55% of benefits over costs.
