Abstract

The 'Green Protocol' was prepared by a special group designed by the President. This document states the compromise of Brazilian official banks in including the environmental variable in their routines of financing the production sector. The 'Protocol contains several recommendations to the involved financial institutions and to the Ministry of the Environment. This work presents a brief introduction to the theory of externalities and analyses the economic implications of the 'Protocol' in relation to the environment, specially in the Northeast of Brazil,
