Abstract

The foreign trade of Northeast Brazil has, since long, an important role in the economic history of the Region. Nevertheless, such importance can be understood for the persistence of this trade rather than for its contribution to the improvement and increase of regional means of production. Considering that Brazil disposed until october/90 of a wide range of financial and fiscal incentives to export of manufactured products, created on purpose to stimulate the interchange and modernization of Brazilian economy, this research makes an evaluation of the effects of this policy on Northeastern development in order to analyse the achievement of such important and necessary aims to the Region. Taking the period from 1980 to 1987 for this analysis, incentives were estimated at an average annual level of 0.41 cents to each US$ 1.00 exported or US$ 401.6 millions per year. Notwithstanding this, the research verifies that the definition of general economic policies, without considering the regional peculiarities, ends always by discriminating the Northeast, enlarging the gap between the regional and national growth...
