ARTICULATION OF PUBLIC POLICIES FOR PAYMENT FOR ENVIRONMENTAL SERVICES WITH AIM TO OVERCOMING THE SOCIAL VULNERABILITY OF RURAL POPULATIONS

Abstract

The paper explored the concept and application of the PSA mechanism as a strategic tool for the conservation and valorization of natural resources with externalities that are also favorable to combating rural poverty, although it is not characterized as an agricultural policy, but rather as an environmental policy instrument. The methodology is based on bibliographic sources (theoretical-conceptual and national and international empirical experiences) and documentary sources (from federal and state public management documents). It is concluded that, in addition to conserving ecosystems, the PSA contributes to: (I) the reduction of poverty and social vulnerability, and, thus, to improving the living conditions of the populations impacted by the actions and final results; (II) the strengthening of economic resilience through the improvement of soil and agricultural practices, the increase in income from marketed products, and the diversification of the local economy generated by the new socioeconomic dynamics; (III) the adoption of social policies and public infrastructure in communities; (IV) Support for the structuring of value chains for local products through the adoption of agricultural policies. But it requires complex governance and monitoring, as it involves broad partnership between the public, non-governmental and private sectors and the community where the action takes place.
