MICRO AND SMALL AGRO-INDUSTRIES IN THE NORTH AND NORTHEAST AS EFFICIENCY DRIVERS OF CONSTITUTIONAL FUNDS: AN ANALYSIS OF EMPLOYMENT AND PRODUCTIVITY

Abstract

This article examines the impacts of the Northeast Constitutional Fund (FNE) and the North Constitutional Fund (FNO) on employment variation and labor productivity in agro-industries in the Northeast and North regions of Brazil, focusing on the effects of loan amounts over time according to the size of the agro-industries. To estimate these impacts, a dose-response function was employed to capture the effect of different financing amounts. The results indicate a significant positive average effect on employment variation for both the FNE and FNO in micro and small agro-industries. In contrast, there is no evidence of a significant positive impact on medium and large agro-industries, either in terms of employment variation or labor productivity. The results demonstrate that the effects are nonlinear after exposure to the FNE and FNO, highlighting that employment generation and labor productivity depend on the financed amounts, with a more effective allocation when resources are directed toward micro and small agro-industries. Additionally, there is an opportunity to expand access to official credit for micro and small agro-industries within the financial system.
