EVOLUTION OF THE QUALITY OF BASIC EDUCATION IN BRAZIL AND ITS FEDERATIVE UNITS

Quality of education is fundamental for development. The evolution of the quality of basic education in Brazil was analyzed based on data from the Basic Education Assessment System, from 1995 to 2019. The methodology allows for the assessment of intertemporal progress in the knowledge aggregated by students. A convergence analysis is also carried out to verify whether UFs (Federative Units) with lower quality of education have been successful in approaching those that offer better quality. The results, at all levels of education, show a total increase in average proficiency of 5.70%. In the UFs, the most significant improvement in quality occurred in the early stages of elementary education, especially in Acre and Ceará. However, in secondary education, almost 80% of the UFs had a drop in quality in at least one of the disciplines. A significant convergence rate was found, mainly in the 8th/9th grade of fundamental education and in high school. However, this occurred due to the worsening of quality in the regions that had better performance and not due to the consistent improvement of the regions that were worse off, notably, in secondary education. Therefore, the country needs to redesign public policies, especially those aimed at secondary education.
