PROGRAMAS PÚBLICOS DE GERAÇÃO DE EMPREGO E RENDA NO NORDESTE: ALGUMAS LIÇÕES

The writer is based on a search whose objective was verifying the total amount of the resources applied in income and employment generating programs in Northeast Region, from 1980 to 1991. The search has considered resources from LBA, a social federal institution; from SEBRAE, an organization that supports micro and medium Business; from SINE the national employment system; and from any different organizations from each One of the nine States that composes the Northeast Region. It has evidenced that the total amount of resources applied through those programs, in the specified period, represents only 2% of all investments from SUDENE, the superintendence of Northeast development, through the 34/18-FINOR in the last three decades. Although the search did not have made an evaluation of the results of such programs, important learning came from the experiences of those institutions. The biggest one is that the informal tasks division among themselves had been very helpful. As they use to do, the first one supports micro firms and the second cares small and medium enterprises.
