PLACE-BASED POLICIES: THE CASE OF THE NORTHEAST BANK OF BRAZIL IN ESPÍRITO SANTO

This article addresses place-based policies, focusing on the benefits of implementing such policies in 31 municipalities of Espírito Santo–ES, which were integrated into the coverage area of the Superintendence for the Development of the Northeast (Sudene). The aim is to analyze the role of Banco do Nordeste (BNB) in Espírito Santo and its contributions to regional development. To do so, we examined the investments from the Northeast Constitutional Financing Fund (FNE), the main resource managed by BNB, from 2010 to 2022. The results show that during this period, BNB invested over R$ 3.1 billion in northern Espírito Santo, with the highest concentration in Colatina, São Mateus, and especially Linhares. Investments were mainly directed to the industrial and agricultural sectors, consolidating the existing productive structure, with limited investment in innovative projects. Additionally, when analyzing financing to individuals, a discrepancy was found in the resources allocated to men and women. We conclude that BNB resources should be directed towards diversifying the northern Espírito Santo economy beyond the current productive structure. Future research should deepen the topics addressed, enabling northern Espírito Santo to adopt development guidelines based on diversification, sustainability, innovation, and equity.
