SEARCHING FOR A THEORETICAL FRAMEWORK FOR PUBLIC DEVELOPMENT BANKS

This bibliographic review emphasises classical authors who, together, build an alternative theoretical framework to the usual market failures theory for understanding the role of Public Development Banks. This framework, called the Institutional Historical Approach (IHA), justifies the existing institutional diversity and highlights macroeconomic and structural challenges for developing countries.
