A IMPORTÂNCIA DO PROTOCOLO VERDE NA POLÍTICA AMBIENTAL

The 'Green Protocol' is a proposal on strategies, directives and operational mechanisms to incorporate environmental criteria into the concession and management of official credits and benefits, In 1981, the Environment National Policy established that only activities with an environmental permit, as defined in Brazilian legislation, should benefit from official credits. However, this was never applied in a consistent and effective manner. The 'Green Protocol' is an agreement which will be endorsed by several official development banks, and is conceived to constitute a mechanism for environmental management and not only a bureaucratic requirement. However, to become effective, the 'Green Protocol will require significative changes in the administration and operation of the banks involved in it, as well as in the state agencies responsible for the implementation of the environmental permit system. These changes are presented and discussed in this article, along with the benefits that are expected from an effective implementation of the 'Green Protocol.
