Abstract

This paper aims to estimate the fiscal effort and to measure the potential tax capacity for each kind of different taxes collected in the states of Northeast Brazil. It is expected that these estimates will have practical utility in the design of the tax reform announced by federal government, mainly in the sense that tax revenue division, through transference, be connected to the fiscal effort of each state. It is also argued in the paper that there is no room to increase tax burden. Another hypothesis tested is that federal transfer brings inefficient state tax collection. The model used was a stochastic production frontier through specification of tax collection functions and the degree of technical inefficiency of each, federal and local, taxes. These items were used to estimate the stochastic frontier.

Possui graduação em Estatística pela Universidade Federal do Ceará(1975), mestrado em Estatística pela Universidade Estadual de Campinas(1980) e doutorado em Economia pelo Fundação Getúlio Vargas(1990). Atualmente é professor titular da Universidade Federal do Ceará e da Programa de Pós-Graduação em Economia. Tem experiência na área de Economia, com ênfase em Métodos Quantitativos em Economia. Atuando principalmente nos seguintes temas:Setor Competitivo, Setor Oligopolizado, Equilíbrio de Nash.
